Basis for best management practice for contaminated stormwater

The project will collaborate with the water sector to develop basis for best management practice for contaminated stormwater, building on work by Kretslopp och Vatten and Borås Energi och Miljö. Socioeconomic impacts will also be assessed.

In Sweden, as in many other European countries, there are no national standards for discharges of contaminated stormwater. Neither the Public Water Services Act (LAV) nor the Planning and Building Act (PBL) provide concrete tools for regulating pollutant content in treated stormwater. The Environmental Code (MB) allows for regulation of stormwater discharges with respect to health or environmental risks. However, no guidance has been issued by national authorities, and current legal precedents offer no support for how requirements should be set or facilities designed for stormwater management.

The project's objective is to collaborate with the water and wastewater sector to develop a basis for new industry practices for setting requirements for contaminated stormwater. A socioeconomic impact analysis of the new practices will be conducted, considering the perspectives of authorities, industry organizations, end-users, and technology providers. This work will be carried out transparently and in close dialogue with all stakeholders in the sector, facilitated by a forum for external engagement established by the project.

Implementing a common industry practice for stormwater management in Sweden could provide valuable guidance for authorities and courts in decision-making and appeals. It would enhance predictability, streamline communication by "speaking the same language," and increase transparency in projects. Ultimately, this could lead to more effective stormwater solutions, the construction of appropriate facilities in the right locations, and the assurance of long-term functionality.

Currently, the lack of uniform requirements in stormwater management often results in significant uncertainty, costly and complex investigations, detailed planning, sampling, and sometimes even construction errors. The proposed guidelines for new industry practices will define these requirements, providing greater clarity for both operators and regulatory authorities.
