BECCS in Sweden beyond 2030

Policy instruments for attaining the Swedish 2045 national netzero GHG emissions target

Despite appropriating €3.6b for reverse auctions targeting bioenergy with carbon capture and storage (BECCS) in Sweden, the government lacks a vision of how these auctions shall contribute to the Swedish net-zero by 2045 target. The auction deals will expire in 2041–2047. EU policy and private markets are often referred to as future sources of finance, but the knowledge on how these harmonizes with Swedish auctions are severely insufficient. 

Based on literature reviews and interviews in Sweden and the EU, this project will provide decision support for designing a Swedish BECCS strategy through analyzing: 1) lessons learnt from the first auction; 2) potential BECCS policy in the EU and how it harmonizes with the Swedish auctions; 3) consequences of different views on ownership of negative emissions. The results will be of great value to civil servants and politicians tasked with designing future auctions as well as to build Swedish negotiating positions within the EU.
