Strategy Network City Skaraborg

Strategi Nätverksstaden Skaraborg är en gemensam övergripande planläggning för delregion Skaraborgs femton kommuner. Strategin leds av Skaraborgs kommunalförbund. Syftet med strategin är att bygga organisatoriska förutsättningar och institutionell kapacitet som grund för en sammanhängande flerkärnig region som binder samman stadsstrukturer och landsbygder. En kraftsamling krävs för att kunna uppnå ett hållbart samhällsbyggande då kommunerna var för sig saknar kapacitet att hantera de utmaningar regionens glesa urbana struktur innebär för exempelvis mobilitet, byggande och kulturellt utbud. 

AB Volvos etablering av en battericellsfabrik utanför Mariestad och några andra större industrietableringar beräknas medföra ett mycket stort tillskott av arbetstillfällen i delregionen. Skaraborg väntas växa från 270 000 till 300 000 invånare. En förutsättning för att denna radikala omställning ska kunna manövreras hållbart är att den sker med lyhördhet för såväl rådande omvärldsförutsättningar som lokala förutsättningar, samt att omställningsarbetet är väl förankrat hos de organisationer och medborgare som ska skapa och leva med förändringen. 

AB Volvo's establishment of a battery cell factory outside Mariestad and some other major industrial establishments are expected to bring about a very large increase in job opportunities in the sub-region. Skaraborg is expected to grow from 270,000 to 300,000 inhabitants. A prerequisite for this radical transformation to be able to be maneuvered sustainably is that it takes place with sensitivity to both the prevailing environmental conditions and local conditions, and that the transformation work is well anchored in the organizations and citizens who must create and live with the change.

The potential is great, but its realization requires extensive investments and the remedying of institutional and spatial lock-ins. The large green investments that will take place in the coming years mean significant challenges for municipalities and businesses regarding housing, infrastructure, welfare services, skills supply, etcetera. The key projects Network control and Critical judgment capacity constitute the actual workshop within which all other collaborations take place.

RISE must contribute to strengthened innovation capacity that encourages the parties at different levels of society who represent Skaraborg's fifteen municipalities to see themselves as parts of a common system. This means that the parties participating in the program receive help and support to move out of a traditional culvert thinking by contributing to holistic solutions to the benefit of the goals specified in Skaraborg's Sub-Regional Development Strategy. RISE's main mission is to lead the key project Network governance, with the support of organizational plans that are designed and run in collaboration between the actors involved. Network governance requires a culture shift and the participating actors' (politicians, civil servants, etc.) understanding of the system they operate in. Network governance:

• creates opportunities to capture issues that individual organizations individually lack the ability to handle
• is effective for collaboration at regional planning level
• unlocks to enable synergies and communities of interest
• contributes to strengthened innovation capacity through new routines, working methods, decision models, policy and steering documents
