Future of AD - in Sweden

The purpose of this project was to analyze the obstacles and enablers that exist for a large-scale implementation of automated transport in Sweden and the goal of the project was to offer Vinnova recommendations to support the introduction of automated transport in Sweden

Automated transport has the potential to reduce congestion and environmental impact and to increase road safety. Countries such as the United States, China, Norway, and Germany all have pilot projects or commercial operation of autonomous vehicles for passenger transport. In Sweden, several pilots have been carried out with less sophisticated self-driving.  The purpose of this project was to analyze the obstacles and enablers that exist for a large-scale implementation of automated transport in Sweden, and the goal of the project was to offer Vinnova recommendations to support the introduction of automated transport in Sweden. The project included literature studies, workshops, and interviews. The literature study showed that many initiatives focused on enabling technologies within automated transport in Sweden. Previous research projects that focused on mapping have identified important obstacles such as lack of clarity around actor responsibilities and the need for coordinated collaboration. Successful international examples, such as Hamburg's cooperation with MOIA, can serve as a model for Swedish implementations. The UK framework for autonomous vehicles can also provide guidance for Swedish legislation. The project generated a list of recommendations for Vinnova. Four potential strategies for Sweden's role in automated transport were identified and reflected in business policy and traffic policy perspectives. The focus in these strategies is on either attracting international companies, implementing large effective demonstration projects, strengthening domestic innovations, or waiting with AD.
