Capacity building for a more effective AI regulation

The project "Capacity building for a more effective AI regulation" (AIR) aims to empower market surveillance authorities for safe and effective supervision of AI systems, so that they are well prepared before the enforcement of the EU AI ​​Act. This can be done through, for example, training, organization, and tool development.

Background

By strengthening the understanding of AI regulation in practice and identifying key needs, the project aims to promote a more informed and proactive approach to AI regulation and market surveillance. We aim also to establish a standardised methodology for testing and regulating AI, making it easier for both regulators and industry. This will foster technological innovation and support the sustainable and fair use of AI technology.

The project provides increased knowledge of the authorities' challenges and needs in relation to the supervision of AI, which gives the opportunity for a proactive approach to the implementation of the AI ​​Regulation in practice. The project also aims to help the authorities understand and comply with the requirements of the EU regulation, and ensure that the AI ​​Regulation does not hinder innovation or safe development. This is done by developing an understanding of how AI technologies will affect the market surveillance process, both from a supervisory and certification and business perspective. The project is expected to highlight the necessary tools and processes for testing AI systems intended specifically for the Swedish market surveillance authorities. Furthermore, existing Testing and Experimental Facilities (TEF) can be used to develop these tools.

Implementation

The project is implemented through four work packages, described here below:

  • WP0 - Project Management (M1-M12)
    • Lead: RISE. Aim: Effective project organization.
  • AP1 - Needs Inventory (M1-M6)
    • Lead: Swedac. Aim: Identify and define specific needs.
  • AP2 - Responsibility and Technology (M4-M12)
    • Lead: RISE. Aim: Analyze and define specific requirements for AI testing.
  • AP3 - Dissemination (M6-M12)
    • Lead: RISE. Aim: Ensure joint learning within the project, and dissemination of project results.

Budget and participants

The project budget accounts to 1.26 million SEK, of which 1 million SEK is financed by Vinnova, as part of the call Regulations and ground-breaking technology. The main coordinator is RISE – Research Institutes of Sweden, and project partners are: The Swedish Board for Accreditation and Conformity Assessment (Swedac), Combient Group and Teknikföretagen.

Moreover, the project has a reference group consisting of representatives from market surveillance authorities, including the Swedish Post and Telecom Agency and the Swedish Financial Supervisory Authority.
